Parallax Effect is a powerful technique used in motion graphics and animation to create an illusion of depth by moving foreground and background elements at different speeds. The objects which are closer to camera moves fast and the objects which are far from camera moves slowly. To create parallax in after effects make all the layers 3d and place them in z-axis according to scene, placing the objects in z axis will change the size of the objects so set them also according to your scene. After placing all the layers in 3d depth, create a camera and add keys on position. You will get your parallax effect.
